the fiscal cliff, and achieving t the balance the white house says it wants. i made clear we put real concessions on the line by putting revenues on the table right up front. unfortunately, many democrats continue to rule out sensible spending cuts that must be part of any significant agreement that will reduce our deficit. and mr. bowles himself said there is no serious discussion of spending cuts so far. and unless there is, there is a real danger of going off the fiscal cliff. listen, going off the fiscal cliff will hurt our economy and will cost american jobs. republicans have taken action to avert the fiscal cliff by passing legislation to stop all the tax hikes. to replace the sequester, and pave way for -- pave the way for tax reform and entitlement reform. and we're the only ones with a balanced plan to protect the economy, protect american jobs, and protect the middle class from the fiscal cliff. but without spending cuts and entitlement reforms, it's going to be impossible to address our country's debt crisis. and get our economy going again and to create jobs. so right now,

to get the fiscal cliff resolved, but yet we aren't seeing anything from the white house. we see some disingenuous moves like the one that was done today. last week it was, oh, you guys go first. we're not going to put anything on the table until you vote for a tax increase. so many of us feared that the president's real plan here was to let us go over the cliff and blame the republicans, and that's what we look like we're being set up to do. and then if you go over the cliff, then two months later, a month later, the president can come back with a bill and say, hey, we're going to now, since the republicans let everyone's taxes go up, i'm going to ride in here now, be the knight in shining armor and lower the taxes on the lower two brackets and, of course, the republicans who one of our main values is lower taxes, would support something like that. >> congressman terry, that doesn't make any sense to me because while that sounds like logic, there's that other side of the fiscal cliff, all those horrible cuts that could plunge us into a depression and all the rest that no democrats wa

, rope-a-dope. where does that leave us after months of hearing about the fiscal cliff, no signs of a compromise plan yet. chief white house correspondent jessica yellin here now. jessica, what happened to all this, hey, willing to work together, let's compromise, let's do what the american people want, we got a couple of days here before we go on vacation? what happened? >> reporter: i don't know. maybe it is always darkest before the dawn? that's the most optimistic way to look at it, i guess. look, the white house would look at it this way or democrats at least, they have been frustrated that they argue that republicans have not come to the table with specifics on how they would raise taxes. the president as you know campaigned on this pledge to raise taxes on the upper income, and they want to hear what republicans are willing to do on that. so they said since the republicans weren't given specifics, okay, the white house went up there, and delivered an opening position, was not written down on paper, not sort of a formal offer, here's what we want, it was a starting position

mahon shops, why not >> i want to look at what's actually on the table right now for fiscal cliff negotiations, deficit reduction. not hearing specifically about mortgage interest deduction but hearing about closing the loopholes. republicans say this is what's on the table from the white house. raising marginal tax rates on the very rich. extending both the social security payroll tax break and unemployment benefits for next year. the government wants to -- the white house wants to defer the sequester for a year and then launch this new multi-year stimulus package that would be at least $50 billion last year, infrastructure spending. also get this, a permanent increase in the debt limit, and they would take the debt ceiling approval away from congress. robert reich, do you have any problems with all of these things? >> well, most of them are steps in the right direction. i think that actually taking the debt ceiling approval away from congress sounds radical but it really isn't. that's a technicality. you don't want the debt ceiling ever to be negated. you are don't want congress to ever say
